Congratulations go out to Frank Costanzo's daughter, Elaine C. Duke, for President Bush's recent announcement to nominate her to be Under Secretary for Management at the Department of Homeland Security.  Prior to this announcement, she served as Chief Procurement Officer at the Department of Homeland Security.  Earlier in her career, she served as Deputy Assistant Administrator for the Transportation Security Administration.  Below please find the press release issued on April 2, 2008 by Michael Chertoff.

I am pleased to announce the appointment of Elaine Duke as Chief Procurement Officer for the Department of Homeland Security.  Elaine most recently served as acting chief, and before that as the department’s Deputy Chief Procurement Officer.

Elaine brings more than 24-years of federal contracting and procurement experience to the position.  She has held various positions at the Naval Sea Systems and Naval Facilities Engineering Commands, and previously served as the Deputy Director of Contracting and Property Management for the Smithsonian Institution and Director of Acquisition and Grant Services for the Federal Railroad Administration.

One of the department’s foremost responsibilities is stewardship of taxpayer dollars.  As chief, Elaine will oversee more than $11 billion in contracts and $12 billion in financial assistance programs and provide strategic direction to the department’s eight procurement organizations.  Elaine will further strengthen the department’s financial discipline and maximize budgets to mitigate risks, and I look forward to her continued service.
